We’re thrilled to share fantastic news: Havencare’s Cornwall services have been recognised as exceeding compliance in the latest PAMMS assessment (Provider Assessment and Market Management Solution).

Achieving an “Exceeding Compliance” rating is the highest possible outcome within the PAMMS framework. It means our teams aren’t just meeting the required standards – they are going above and beyond them.

This achievement reflects a year of commitment, teamwork, and putting the people we support first.

 

A Year of growth

Over the past 12 months, our Cornwall teams have strengthened the support we deliver by:

  • Increasing flexibility so people can seek support from anyone in the team rather than one designated person
  • Simplifying management and communication structures, making them clearer and easier for staff and the people we support to understand

Reflecting on the past year, Registered Manager Rich said:

“It’s been really nice to receive this feedback. It’s great to see that all the hard, ongoing work is making a difference. I’m proud of our staff for pulling together through difficult situations to ensure people are always put first.”

A member of the Cornwall team added:

“This recognition reflects the person-centred support we provide every day. The needs of the individuals we support always come first — even during our PAMMS interview, which we paused to support someone when they needed us.”

 

People at the Heart of Support

PAMM’s assessors highlighted the strength of relationships between staff and the people we support. Teams were recognised for their deep understanding of individuals, not just their support needs, but who they are and what they hope to achieve.

Assessors were particularly impressed with Havencare’s MultiMe care plans, noting they capture the whole person and help ensure care is consistent, responsive, and truly person-led.

 

“I’d Be Happy to Live Here”

As part of the PAMMS assessment, Citizen checkers with lived experience, visited services and spoke with those we support.  One of the most powerful reflections from our assessment came when the citizen checkers said:

“I’d be happy to live here.” PAMMS Citizen Checker

Hearing this feedback meant a lot to the team. It’s a recognition of the care they take to create welcoming environments where people feel respected, supported and truly at home.

 

What Is PAMMS & Why It Matters

PAMMS is a quality assurance framework used by Cornwall Council to assess adult social care. It looks at everything from care planning and safety to staff knowledge and leadership.

While “Compliant” means a service is doing its job well, “Exceeding Compliance” means a provider is demonstrating exemplary practice that goes above and beyond the contract. It’s a mark of excellence recognized across the UK.

 

Looking Ahead

Reflecting on the future, members of the Cornwall team said:

“We’re incredibly proud of how far we’ve come , but we don’t see this as the finish line. We will continue to improve, and learn in partnership with the people we already support — and with others in our communities.”
